Before a single layout exists we agree on what the site is supposed to do: booked calls, form fills, checkouts, or qualified inbound. That number decides the structure, and it is the only thing the finished site gets judged on.
Wireframes and copy get approved before anyone picks a typeface. Reordering a page while it is still a wireframe costs an afternoon. Reordering it after the build costs a week, which is why so many redesigns ship with a layout nobody actually wanted.
